If that rod on top isn't sized properly, the torsion rods won't work. As the attachment points of the torsion rods (square brass tubes) are moved rearwards, any pair of rods will get softer. So you should be able to tune the chassis by either changing the wire diameter of the torsion rods or the attachment points of the torsion rods. For running on an oval, you could even tune each side of the chassis to have a different amount of torsion.
