Decal Creation Software?

Have started tinkering with making decals using the Testor's kit. It seems a bit limited, or quite possibly I don't understand how to maximize its functions.

In any case, is there a (at least relatively inexpensive--$100 or less) software package that would more easily permit resizing, copying/pasting, etc. Not an artist, so creation of original graphics is somewhat low on the priority list. Have searched this, and another forum on line and seen some suggestions; but most of them seem to rely on at least a couple of programs.

I use Microsoft PowerPoint, which is normally used for creating slide shows. PowerPoint lets me create fancy text effects and importing logos and other graphics is easy. There are websites that have free fonts and I have collected a lot of logos and other graphics over the years. I use the same software to do the race flyers that I post from time to time.

I'm a bit old school; I get my images off the web and the use MS Paint (already on the computer) and Paint.Net (free) to build, edit and clean up my decal sheet and then print on Testor's paper using MS Paint.
