What is the purpose for the resistors attached to the motor in a Monogram Vintage NASCAR? Can they be removed if you're running at 10 volts?

You can safely remove them.

Some of that is for RF noise reduction which is required by law.

None of my cars have these resistors. I must be very naughty. For simplicity's sake I just have two lengths of plain wire (one red, one black) on each of my cars

Hey, adding solid core ignition wires made the cars run better. You just could not hear the AM radio any more!

That usually one of the first things I do, remove all those doo dads from the motor, and install Professor Motor wires. I've heard of cars that quit running because those little thingies go bad. :)

Those are condensers, not resistors. They are there to cut the RF noise. They
are not needed for racing, and may slow the car an unnoticeable bit. They will pop
with a voltage spike and cut the circuit so the motor won't run. I cut them off the
first time I open the car.

And it should be said that they are required by law in Europe, not here. Our RF noise stuff is mostly about actual radios, like CB, Marine, Aero, etc. We don't use 240v for household current, but Europe, for the most part, does, with different phases and all kinds of things different from us. Even electric can openers in Europe have those little condensers on the lead wires.
