Where can I get a good pair of nippers to cut down plastic and metal chassis materials.
I need to get into some tight places to remove a bit of metal.

I too use Xuron's. Just don't expect them to cut piano wire, or any hard metals. For plastic they're great. They also work good for removing all the solder blobs on some motors with all those little doo hickeys on them. :)

The sheet metal shears are what I have been looking for.
I plan to be in the neighborhood of Harbor Freight this weekend.
