Hand drill/Pin Vice

Hi, I'm looking at getting a few new tools. Can never have enough tools right! I'm going to get a small hand drill or pin vice for drilling small holes with precision. I've done some research and there some cheap Chinese ones on eBay for like $5, right up to nice USA built around $20-$30. I even found one for $65.
Do you use one or have one in your kit? Like anything is it better to spend a bit extra to get a decent one? Any recommendations?

Just to add I'm looking at a Hobbico brand hand drill. About $10 with 6 drill bits, probably made in China. Or a Davis Model products hand drill with 12 bits for $18, made in the USA. Both look identical.
I'm thinking the difference in quality of these tools would be the quality of the chuck, and the ability to hold the bit without letting spinning the bit.

Greg, I can get all over this one. I'll post later today with what I find, but...
Off the top of my head, let me qualify a couple of things...
-Do you especially want a hand drill? Will a very small battery powered electric drill do?
-Do you have the drill bits already?

That should handle it. I used a similar double-ended pinvise for small bits for years, Then I found a jeweler's chuck that goes all the way down to flush that chucks into a normal sized chuck.
