Does it matter what the temp should be when taping? My past experience has always been warm. It's a cold night, but the garage is cool. Around 70 degrees.

Sounds fine to me. 70 is just right.

In my opinion it should no really matter what the temp is. Just use a good quality tape like venture.

Just remember the tape has sharp edges. As many times as I have taped glass, slot car tracks, all kinds of stuff, I always forget, and today sure enough, I sliced my ring finger on my right hand, just like I always do. I'll be taping again tomorrow. Only 300 feet to go!

Do not put any tension on the tape as you lay it down, if you do it may split later, especially if it crosses a joint. We have tracks that developed a lot of splits over the years and others that did not, they all used Venture tape.
