Not necessary all the time, no. If you are just having fun home racing then the tires that come on the car are fine, especially if the car is stock with the magnets in place. Just sand them and roll them across some masking tape to keep them clean.
A clean tire is a happy tire :)
The best aftermarket tire? Well, you are going to get a slew of answers ranging from Silicone based to urethane based along with many brands.
I like Paul Gage urethane based tires. They have great traction on your surface.
I feel a urethane based tire is more practical for stock wheel applications. They are easily sanded to sometimes compensate for plastic wheels that can be out of round. Silicone based tires are VERY hard to sand and in my opinion are better suited for after-market wheels.
For silicone based tires I like Supertires. I use these mostly on my Slot.it models that have precision aluminum wheels on the rears.
The real answer for you is to simply test a couple brands and find the tire that suits your needs. They are inexpensive so it won't hurt the budget that much.
