I'm about to start experimenting with urethane coating on foam tires. Its essentially what we always did coating with silicone, just using urethane instead. I found an outfit that makes urethane goo in a tube for repairing waders and hip boots.

If anyone else has tried this, you can save me the first few steps of experimentation, eh?

I've made a couple of pair by casting urethane over foam tires. They had lots of bite, probably not as forgiving as silicon. I had better success mixing RTV silicon with mineral spirits and coating foam tires.

I have actually done this quite a lot. At our track we use Permatex flowable silicone made for auto windshield sealing. Once on the tire you must keep rotating them every few minutes to get an even coverage. Gets very smooth and makes great traction. The track we run them on is painted with flat latex paint.
