Yes, wheels can be drilled/tapped incorrectly. They could also be wobbly/bent.
The fix depends on you.
I have seen the wheel hubs filled with styrene rod, glued, sanded and then re-drilled.
Me? I simply order good wheels and keep the old in case I need them for inserts. Then again I race non-mag on wood. Anything not right will show itself FAST.
Sometimes check the front wheels. If the fronts are supporting the weight of the car, then they better be round. If not? More "hippy hops".
Then there is the axle itself. Could be bent.
Then there is the bushings. How do they fit the axle? Too much slop and you have that "hotdog in a hallway" effect. The axle bounces around inside the bushing causing...you guessed it, hippy hops.
Many variables cause this issue. All you can do is closely inspect your car and check for anything out of round and start working from there.
