Bob, I think that the original idea was to make it easier to find models of cars that would qualify for the La Carrera Panamericana fun run; a larger year band made it easier to select models to run in this series. So, rather than limiting it to cars that actually ran in the 5 year period between 1950 and 1954, it was opened up to later versions of the same marques; versions that were in production up to 1960.
For the most part, the cars that were entered in last years La Carrera Panamericana series were cars that were fairly accurate representations of the cars that ran in the 1950-54 year range, and I think that most of this years cars are likely to be in that same range. But, you can go as high as 1960 if it makes building a car easier or more fun.
