I'm still thinking on the topic of motors for this open wheel series.
One open wheel series that has been successful over the years is the Vintage Race Across America (VRAA) over on the SCI board. They run a couple of classes of cars and the chassis are almost all scratch built brass/piano wire, but I think that there is probably some useful info to be gained by looking at this series, since the cars do, routinely, complete it without front end damage. The motors that they allow are all lower rpm/lower torque:

BWA FF-050
M/T SL1
FC-130 S-can motors:
BWNC1
M/T1
Ninco NC-1
Ninco NC-8
Ninco NC-11
I'm thinking that's a good place to start for this year. If there are problems with the armature shaft length on the modern Scaley F1 cars, then there is. You can either work around it or decide not to enter one of those cars. '75 on up is a pretty good range to work with, so I don't think that anyone should be limited by options to choose a car.
