I cant say i have ever seen one before Racie. But i bet ebay is the only place you might find one. A lot pf the guys have been making them up from the Tamiya RC rolling roads.
Pretty easy transition really. The rolling road you have shown is actually made by RM racing and came out in 2013. It really depends on what options you are after, as there are still some rolling roads available, but perhaps not this particular one.

If you are looking for it as "Scalextric" that could be your problem. That was made by RM Racing in 2013. I thought the price was ridiculous and didn't buy. It is kind of a cute thing to see the jeweler's watch case vice used as a motor stand. You can easily make the same tool from readily available parts and you don't even have to modify them. For example, the watch case vice... https://www.sciplus.com/p/WATCH-VISE_47255
Volt meters and amp meters are easy to find anywhere, and you only need an aluminum rod on ball bearings for the roller, that's nothing.

For my own, I used an old roller bed from the 60's and my power supply has volts/amps meters on it. A simple laser tach can just lay on the table beside it if I need it. I did one a few years back that had a motor with a wheel and tire on it as a roller, and the leads of the motor were connected to a voltmeter. The faster the motor shaft turns, the higher the reading, using the motor as a DC generator. I hope this gives you ideas, and if you need help just shout out. You've been here long enough to know we have loads of helpful people here.

We just got these in. A bit more basic but still works well to help tune a car.

I seen those...kinda cool but I'd like the rpm meter too....I guess maybe you could get a tach with the tiny magnet and install one somehow on the roller.

If you use the Victor DM623P+ RPM meter, just put a black mark on the roller and aim the meter at the mark and you will get an RPM reading.
