This sounds very good!
Make it as wide as you can allow - I personally believe 2:1 is the 'Golden Ratio' for the classic short track oval (as space allows). The wider the track, the larger the diameter of the turns - the better for driving, modulating, and controlling the cars - which makes competitive races more fun. Low banking also sounds great - should replicate the real short-track ovals perfectly.
Also, building as large as you are (16 feet), you could easily accommodate four lanes - which you might consider - if the track is built as you describe, the track itself will compel racers to show up!
