The Russkit 23 is a step up from the stock Monogram Tiger (but not a huge one), so the chassis will certainly handle it. It would certainly be advisable to gear it in the 4.0 to 4.5 to 1 range. As well, the "23" has a blind bushing on the can end, and this should be given a small drop of oil, which you will need to do with a syringe, entering through the square hole in the can.
Tires will make a significant difference, and depending on your track surface, urethane,silicone,or even rubber compounds can be easily sourced. If preserving the look of the original is important, several suppliers make urethane tires to fit the original double flanged wheels, and most have the original sidewall detail/lettering as well.
The original rear axle bushings on the home set cars had a tendency to wear rather quickly, and replacing these will add considerably to the performance of the car
